Position Summary:

Position is responsible for supervision of the construction process including sub-contractors, interfacing with the client representatives prior to and during construction in accordance with approved construction and engineering specifications. Requires familiarity with a broad spectrum of construction materials, methods and processes. This role utilizes expertise in construction field management, quality assurance, quality control and report documentation.

Position Responsibilities:

• Perform field inspections of the construction and maintenance of project site. Read and interpret construction drawings, specifications and related codes and standards. Conduct and document observations of construction. Ensure installed work conforms to design documents, approved submittals, regional standards, local codes and best construction practices. Identify discrepancies or conflicts within the documents. Communicate deficiencies to proper persons.

• Utilize testing procedures, inspection protocols, construction inspection techniques and perform QA/QC functions. Ability to interpret and/or recognize possible conflicts.

• Ability to communicate and coordinate in a timely manner with construction contractors, municipal and private property owners in a cooperative, productive manner while serving the best interest of the client. Also interface with project manager and engineers, as well as state and local government officials. Communicate and enforce construction quality standards. This includes communication outside of normal working hours.

• Aligned to the expected timing per project, attends construction kickoff meeting and chairs onsite construction meetings including preparation of meeting minutes. Prepares construction reports with punch lists and photos in coordination with the project manager.

• Review pay requests and change order and coordinate with the project manager in processing and delivering to client.

• Continuously maintains/updates project schedule, quality control files and document results of all inspections.

• Perform all functions of the position in a safe and conscientious manner, with constant regard for the safety of fellow employees and the general public. Follows company environmental, health and safety policies. Wears and works in proper personal protective equipment

• Compiles information and prepares construction reports and reviews as-built drawings as required. Obtain, prepare and maintain reports, permits, maps, charts or records related to the construction

• Oversees and directs other construction inspection staff as required

• Performs other related functions assigned or as they become apparent or as management assigns

Essential Skills & Experience:

• Bachelor Degree in Civil Engineering from an accredited institution or 15 years of related experience in construction of water distribution systems and wastewater collection systems.

• Minimum of 10 years inspection experience in water and wastewater industry

• Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form

• Considerable skill needed in reading and interpreting construction drawings, plans, specifications and contract documents; in applying material testing procedures

• Ability to prepare, organize and maintain inspection field and office data, reports and systems

• Some knowledge of civil engineering principles, practices and methods as applicable to water, stormwater and wastewater construction; working knowledge of applicable laws, standards and regulations relating to construction, inspection and safety; considerable knowledge of inspection methods

• Broad knowledge of water distribution and wastewater collection systems and their construction, maintenance, testing and disinfection; working knowledge of engineering drawings, cut sheets and stake outs

• Proficient with MS Office products and email

• Ability to work independently and as part of a team

• Valid driver’s license with excellent driving record are required

• Physical demands: While performing duties of job, employee is required to stand; walk; sit; use hands to finger, handle or feel objects, tools or controls; reach with hands and arms; talk and hear. Employee must occasionally lift and/or move up to 50 pounds and tolerate working in heat or cold weather conditions. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

• Work environment: The noise level in the work environment is usually minimal. The noise level in the field environment is usually moderate.

• Personal Protective Equipment: None required in office. If working in field, must wear steel-toe boots, Class 2 or Class 3 safety vest, high visibility T-shirt, leather gloves, safety glasses, hard hat and other standard equipment required by assignment or job task.
