The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

-Accomplishes various analytical studies and/or projects to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs.
-Prepares action plans and schedules for project accomplishment, both short and long-range; ensures that plans are consistent with Service goals, schedules, and policies.
-Conducts in-depth analyses of project data, requirements, and impact; identifies problem areas and determines how to resolve them.
-Performs complex operational reviews, prepares comprehensive program analyses/evaluations, and/or provides guidelines pertaining to the effectiveness of program operations in meeting established goals and objectives.
-Prepares feasibility studies, directives, memoranda, policy statements, written guidelines and recommendations, oral and written presentations, and/or conducts briefings to communicate findings, advice and recommendations, implementation plans, directives, and guidelines to managers and executives.

Qualifications

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE GS-9: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes: Preparing comprehensive program analyses and evaluations pertaining to the effectiveness of program operations; Developing changes in methods and conducting studies of employee/organizational efficiency and productivity; Planning, coordinating and establishing operating methods and procedures for accomplishment of project mission; Providing guidance for various analytical studies to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs.

OR
Master’s or equivalent graduate degree in a related field of study at an accredited college or university.

OR
Two full years of progressively higher level graduate education leading a Master’s degree in a related field of study.

OR
L.L.B. or J.D., if related.

OR
You may qualify by a combination of experience and education.

GS-11 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal Service. Specialized experience for this position includes: Prepare evaluations for a segment or phase of a broader project or study; Use conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; Prepare draft reports and other substantive guidelines and materials; Recommend alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures; Perform operational reviews, program evaluations and guidelines pertaining to the effectiveness of line program operations; Make recommendations and conduct studies of employee/organizational efficiency and productivity.

OR
Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university.

OR
Three full years of progressively higher level graduate education leading to a Ph.D. degree in a related field of study.

LL.M., if related.

OR
You may qualify by a combination of experience and education.

SPECIALIZED EXPERIENCE GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Specialized experience for this position includes: Experience with evaluative and analytical methods to identify and measure accomplishments and progress, revise methods and develop new approaches to information gathering; Experience with project management techniques to plan, schedule, and conduct complex projects; Experience with mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations; Experience with budgeting methods and techniques to prepare analyses and estimates; Experience with oral communication techniques to present findings and negotiate solutions.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for.

AND

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to “All US Citizens”.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education
