Summary

You will serve as a Purchasing Agent in the Contracts Department of Naval Undersea Warfare Center Division Keyport NAVUNSEAWARCENDIV KEYPORT WA.

Duties

  • You will be responsible for pre-award and/or post-award functions for a variety of supply and service requirements in support of the Naval Undersea Warfare Center Division Keyport.
  • You will analyze incoming requisitions, requirements, technical data packages, and specifications/statements of work to determine correct procurement strategy and procurement vehicle, in accordance with Federal, DoD, and Navy acquisition regulations.
  • You will obtain and/or assist with the preparation of a Justification and Approval to procure supplies or services under an exception to the Competition in Contracting Act (CICA).
  • You will manage the Request for Quote (RFQ) document through closing, issuing amendments and extensions as required.
  • You will conduct market research using your knowledge of the prevailing market, the Internet, General Services Administration (GSA) Advantage, industry publications, and Thomas Registry.
  • You will work with the Deputy for Small Business to ensure small businesses are being considered and to obtain other available sources that will result in a competitive procurement.
  • You will review incoming Purchase Requisition (PR) packages for completeness and accuracy.
  • You will review other employees’ RFQ packages and award documents and provide feedback.
  • You will negotiate and issue Task or Delivery Orders against pre-existing contracts.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Purchasing Level 2 (Intermediate). Certification is required within 24 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-8 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing purchasing regulations, documentation, and technical data packages in accordance with regulations and performing award functions on purchase orders/contracts.
