Summary

You will serve as the Requirements Branch Head, Public Works Department, Camp Lemonnier, Djibouti, Africa, of Naval Facilities Engineering Command Atlantic.

** Salary listed above does not include locality pay. Locality adjustment will be determined by duty location once a selection has been made.**

This position may be filled as a temporary reassignment or temporary promotion.

Duties

  • Provide full range of administrative and technical supervisory duties (assigns work, manages priorities, appraises performance, etc.).
  • Provides direct supervision for Requirements Branch of PWD.
  • Receive customer requests for emergency/urgent/routine service and project work.
  • Review customer requests for emergency/urgent/routine service and project work, induct into CMMS (Maximo) database, and provide all pertinent data.
  • Using information from the customer and management tools, determine the importance of the service work or project relative to financial and mission factors.
  • Coordinate with the customer and provide support to the Facilities Engineering and Acquisition Division (FEAD) through the WIB to determine the best method to acquire or construct the requested work using a contracting authority tool that provides the best value to the Government and supports the work requirements.
  • Develop, implement, and maintain WIB standardized processes and quality standards for execution of work requests, development of work packages, and completion of other major Public Works products.
  • Facilitate effective relationships and processes between customers and government team members to ensure products and services are properly provided on schedule and within budget.
  • Track and update work status within NAVFAC management systems (INFADs, Maximo, eProject, eContract etc.) to ensure up-to-date execution status and proper work order close out.
  • Fully understands NAVFAC PWD processes and ensures Requirements Branch Team serves as the expert liaison between the PWD and its customers in educating them on procedures and processes, keeping them informed on status of all work affecting their mission, and helping them set realistic expectations.
  • The Requirements Branch Head, with support of FMS staff, develops and maintains the PWD MEP (Maintenance Execution Plan), MAP (Maintenance Action Plan), and LRMP (Long Range Maintenance Plan).
  • Manages and administers the ICAP (Infrastructure Condition Assessment Program) for the PWD.
  • Administers the CBMM (Condition Based Maintenance Management) program for the PWD in accordance with the NAVFAC P-501 guidance.
  • Ensures that subordinates are fully knowledgeable on all aspects of their facilities, what function they perform in the overall mission of their customers, the priorities of those customers, and how to assist them in articulating their facility requirements.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) coordinating and/or leading a wide variety of complex and/or major work requirements associated with surveying, inspecting, programming, scoping, estimating, designing, monitoring, reviewing, and managing facilities sustainment, repair and maintenance, construction projects, and service contracts for a wide variety of clients; 2)interacting, via meetings or other methods, with internal and external stake holders to resolve issues of facilities job status, priorities, milestones, tracking procedures and schedules to eliminate conflicts and facilitate timely project completion; 3) applies knowledge/experience in facilities planning, programming and funding, such as maintenance execution, maintenance action, and long range maintenance plans (MEP, MAP, LRMP), to assess and advise supported clients on feasibility of their requirements; and 4) provide supervision, leadership and direction to subordinate facilities operations specialists by delegating specific authority to carry out their respective responsibilities while establishing employee performance standards, conducting performance appraisals, and establishing leave schedules and approval guidelines.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Physical Demands: The position is mostly office-related and sedentary; however, site and tenant visits may include working around drinking water treatment plants and industrialized facilities where there are high noise levels, open tanks, controlled production processes, the work may require some physical exertion, such as walking over rough, uneven, sandy, or rocky surfaces during site visits and inspections of outdoor facilities and at construction locations. During the course of site visits, audits, and inspections at locations, such as wastewater treatment plants, the incumbent could happen upon areas with the presence of infectious bacteria, or emission of hydrogen sulfide or other noxious odors or toxic gases. Furthermore, work may require climbing heights, such as climbing to tops of storage tanks. Use of personal protective equipment (PPE) including, but not limited to, safety glasses and boots, hard hats, gloves and ear defenders may be required when performing site inspections or field work.

Work Environment: Camp Lemonnier, Djibouti, Africa is located in a harsh environmental setting with adverse weather conditions for many months of the year (excessive heat, humidity, and rain) and working in areas populated by poisonous snakes, plants, and/or insects, and contagious diseases and poor air quality, chemical handling areas, and damp and unheated spaces. The work may require extensive work shifts of 12-16 hours a day and more than a 5 day workweek. Generally, indoor work location has power, water, heating and air conditioning, although outages should be expected. The incumbent will be required to live on the camp, where living quarters are a container living unit (CLU), which may be very cramped with the requirement to share bathroom facilities. Initial living quarters may be a tent. Fatigue may occur from long work hours and uncomfortable living conditions.

The position may be required to provide immediate contingency support requiring a physical and immunizations deemed necessary for the environment in which this support is provided.

Incumbent is entitled to 25% Post Differential pay.
